In 1969, while a partner with Skyline Associates and Sales Manager for the development of the Skyline Community in Anacortes, WA., Richard Sands originated the condominium boat moorage concept. This first in the world form of ownership was created by Richard from 142 existing moorings in Flounder Bay.
The concept was so well received that it sold out immediately with a long waiting list. Another division of 153 mooring was constructed and sold in 1970.
By 1980 the demand for deeded (fee simple ownership) condominium moorings had increased tremendously— and the concept had begun to be copied around the world—so an engineering study was implemented for another two divisions, which were completed in 1984.
Today, Skyline Marina in Flounder Bay boasts 5 separate condominium associations totaling 465 moorings, plus 245 private docks and commercial moorings, for a total of 710 slips.
